Industrial Dearness Allowance (IDA) and Central Dearness Allowance (CDA) Pattern in CPSE

Employees who work in the industrial sector are given something called an Industrial Dearness Benefit (IDA), which is a cost of living adjustment allowance. It is intended to aid employees in preserving their purchasing power in the face of inflation and growing prices for necessities. Based on the Central Pay Commission (CPSE), All India Consumer Price Index Numbers (AICPIN), and BSNL staff compensation scales, IDA is computed as a percentage of an employee’s basic pay. This enables a modification in the amount dependent on changes in the consumer price indices at any time.

A cost of living adjustment allowance and a way to counteract inflation is the dearness allowance (DA). For employees below the board level, 69 Public Sector Enterprises used both the Industrial Dearness Allowance and Central Dearness Allowance scales.

The All India Consumer Price Index Number (AICPI) for Industrial Workers (2001=100 series) is used to calculate DA in both CDA and IDA rates of pay (AICPI). The AICPI is based on the rise in the price of a selected basket of commodities. The basic AICPI (2001=100 series) figure under the CDA pattern as of 1.1.2006 is 115.76, and the base AICPI (2001=100 series) figure under the IDA pattern as of 1.1.2007 is 126.33, according to the current DA pattern. Based on a 12-month average, DA is distributed to CDA workers once every six months. However, it is published every three months for IDA personnel based on three monthly averages.
